2000多年前，我們的先輩篳路藍(lán)縷，穿越草原沙漠，開辟出聯(lián)通亞歐非的陸上絲綢之路；我們的先輩揚(yáng)帆遠(yuǎn)航，穿越驚濤駭浪，闖蕩出連接?xùn)|西方的海上絲綢之路。

Over 2,000 years ago, our ancestors, tracking across vast steppes and deserts, opened the transcontinental passage connecting Asia, Europe and Africa, known today as the Silk Road. They navigated rough waters and created sea routes linking the East with the West, namely the Maritime Silk Road. 

古絲綢之路綿亙?nèi)f里，延續(xù)千年，積淀了以和平合作、開放包容、互學(xué)互鑒、互利共贏為核心的絲路精神。

Spanning thousands of miles and thousands of years, the ancient Silk Road routes embodied the spirit of peace and cooperation, openness and inclusiveness, mutual learning, and mutual benefit.

2013年秋天，我在哈薩克斯坦和印度尼西亞提出共建絲綢之路經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路，即“一帶一路”倡議。

In the autumn of 2013, in Kazakhstan and Indonesia respectively, I proposed the building of the Silk Road Economic Belt and the 21st-Century Maritime Silk Road, which I call the Belt and Road Initiative. 

4年來，全球100多個(gè)國(guó)家和國(guó)際組織積極支持和參與“一帶一路”建設(shè)，聯(lián)合國(guó)大會(huì)、聯(lián)合國(guó)安理會(huì)等重要決議也納入“一帶一路”建設(shè)內(nèi)容。“一帶一路”建設(shè)逐漸從理念轉(zhuǎn)化為行動(dòng)，從愿景轉(zhuǎn)變?yōu)楝F(xiàn)實(shí)，建設(shè)成果豐碩。

Four years on, over 100 countries and international organizations have supported and got involved in this initiative. Important resolutions passed by the UN General Assembly and Security Council contain references to it. Thanks to our efforts, the vision of the Belt and Road Initiative is becoming a reality and is bearing rich fruit.

這是政策溝通不斷深化的4年?！耙粠б宦贰苯ㄔO(shè)不是另起爐灶、推倒重來，而是實(shí)現(xiàn)戰(zhàn)略對(duì)接、優(yōu)勢(shì)互補(bǔ)。中國(guó)同40多個(gè)國(guó)家和國(guó)際組織簽署了合作協(xié)議，同30多個(gè)國(guó)家開展機(jī)制化產(chǎn)能合作。

These four years have seen deepened policy connectivity. The pursuit of the Belt and Road Initiative is not meant to reinvent the wheel; rather, it aims to complement the development strategies of countries involved by leveraging their comparative strength. China has signed cooperation agreements with over 40 countries and international organizations, and carried out framework cooperation on production capacity with more than 30 countries.

這是設(shè)施聯(lián)通不斷加強(qiáng)的4年。目前，以中巴、中蒙俄、新亞歐大陸橋等經(jīng)濟(jì)走廊為引領(lǐng)，以陸?？胀ǖ篮托畔⒏咚俾窞楣羌?，以鐵路、港口、管網(wǎng)等重大工程為依托，一個(gè)復(fù)合型的基礎(chǔ)設(shè)施網(wǎng)絡(luò)正在形成。

These four years have seen enhanced infrastructure connectivity. Today, a multilateral, multi-dimensional infrastructure network is taking shape, one that is underpinned by economic corridors such as the China-Pakistan Economic Corridor, the China-Mongolia-Russia Economic Corridor and the New Eurasian Continental Bridge. The network features land-sea-air transportation routes and an information superhighway, and is supported by major railway, port and pipeline projects.

這是貿(mào)易暢通不斷提升的4年。2014年至2016年，中國(guó)同“一帶一路”沿線國(guó)家貿(mào)易總額超過3萬億美元。中國(guó)對(duì)“一帶一路”沿線國(guó)家投資累計(jì)超過500億美元。

These four years have seen increased trade connectivity. Total trade between China and other Belt and Road countries between 2014 and 2016 exceeded $3 trillion, and China's investment in these countries has surpassed $50 billion.  

這是資金融通不斷擴(kuò)大的4年。中國(guó)同“一帶一路”建設(shè)參與國(guó)和組織開展了多種形式的金融合作。

These four years have seen expanded financial connectivity. China has engaged in multiple forms of financial cooperation with counties and organizations involved in the Belt and Road Initiative.

這是民心相通不斷促進(jìn)的4年?！耙粠б宦贰苯ㄔO(shè)參與國(guó)弘揚(yáng)絲綢之路精神，開展智力絲綢之路、健康絲綢之路等建設(shè)，為“一帶一路”建設(shè)夯實(shí)民意基礎(chǔ)，筑牢社會(huì)根基。

These four years have seen strengthened people-to-people connectivity. Guided by the Silk Road spirit, the Belt and Road Initiative participating countries have made joint efforts to build an educational Silk Road and a health Silk Road. Such cooperation has helped to lay a solid, popular and social foundation for pursuing the Belt and Road Initiative.

第一，我們要將“一帶一路”建成和平之路。我們要構(gòu)建以合作共贏為核心的新型國(guó)際關(guān)系，打造對(duì)話不對(duì)抗、結(jié)伴不結(jié)盟的伙伴關(guān)系。

First, we should build the Belt and Road into a road for peace. We should foster a new type of international relations featuring win-win cooperation. We should forge partnerships of dialogue with no confrontation, and partnerships of friendship rather than alliance. 

第二，我們要將“一帶一路”建成繁榮之路。推進(jìn)“一帶一路”建設(shè)，要聚焦發(fā)展這個(gè)根本性問題，釋放各國(guó)發(fā)展?jié)摿?，?shí)現(xiàn)經(jīng)濟(jì)大融合、發(fā)展大聯(lián)動(dòng)、成果大共享。

Second, we should build the Belt and Road into a road of prosperity. In pursuing the Belt and Road Initiative, we should focus on the fundamental issue of development, unlock the growth potential of various countries, achieve economic integration and interconnected development, and deliver benefits to all.

第三， 我們要將“一帶一路”建成開放之路?！耙粠б宦贰苯ㄔO(shè)要以開放為導(dǎo)向，解決經(jīng)濟(jì)增長(zhǎng)和平衡問題。我們要打造開放型合作平臺(tái)，維護(hù)和發(fā)展開放型世界經(jīng)濟(jì)，共同創(chuàng)造有利于開放發(fā)展的環(huán)境，推動(dòng)構(gòu)建公正、合理、透明的國(guó)際經(jīng)貿(mào)投資規(guī)則體系。

Third, we should build the Belt and Road into a road of opening up. The Belt and Road Initiative should be an open one that will achieve both economic growth and balanced development. We should build an open platform of cooperation and uphold and grow an open world economy. We should jointly create an environment that will facilitate opening up and development, and promote the establishment of a fair, equitable and transparent system of international trade and investment rules. 

第四，我們要將“一帶一路”建成創(chuàng)新之路。我們要堅(jiān)持創(chuàng)新驅(qū)動(dòng)發(fā)展，加強(qiáng)在數(shù)字經(jīng)濟(jì)、人工智能、納米技術(shù)、量子計(jì)算機(jī)等前沿領(lǐng)域合作，推動(dòng)大數(shù)據(jù)、云計(jì)算、智慧城市建設(shè)，連接成21世紀(jì)的數(shù)字絲綢之路。

Fourth, we should build the Belt and Road into a road of innovation. We should pursue innovation-driven development, and intensify cooperation in frontier areas, such as the digital economy, artificial intelligence, nanometer technology and quantum computing, and advance the development of big data, cloud computing and smart cities, so as to turn them into a digital Silk Road of the 21st century. 

第五，我們要將“一帶一路”建成文明之路?！耙粠б宦贰苯ㄔO(shè)要以文明交流超越文明隔閡、文明互鑒超越文明沖突、文明共存超越文明優(yōu)越。我們也要加強(qiáng)國(guó)際反腐合作，讓“一帶一路”成為廉潔之路。

Fifth, we should build the Belt and Road into a road connecting different civilizations. In pursuing the Belt and Road Initiative, we should ensure that when it comes to different civilizations, exchange will replace estrangement, mutual learning will replace clashes, and coexistence will replace the sense of superiority. We will also strengthen international counter-corruption cooperation, so that the Belt and Road will be a road with high ethical standards.

中國(guó)愿在和平共處五項(xiàng)原則基礎(chǔ)上，發(fā)展同所有“一帶一路”建設(shè)參與國(guó)的友好合作。中國(guó)愿同世界各國(guó)分享發(fā)展經(jīng)驗(yàn)，但不會(huì)干涉他國(guó)內(nèi)政，不會(huì)輸出社會(huì)制度和發(fā)展模式，更不會(huì)強(qiáng)加于人。

China will enhance friendship and cooperation with all countries involved in the Belt and Road Initiative on the basis of the Five Principles of Peaceful Coexistence. We are ready to share development experience with other counties, but we have no intention to interfere in other countries' internal affairs, export our own social system and model of development, or impose our own will on others.

中國(guó)已經(jīng)同很多國(guó)家達(dá)成了“一帶一路”務(wù)實(shí)合作協(xié)議，我們將推動(dòng)這些合作項(xiàng)目早日啟動(dòng)、早見成效。

China has reached practical cooperation agreements with many countries on pursuing the Belt and Road Initiative. We will work to launch these cooperation projects at an early date and see that they deliver early benefits.

中國(guó)將加大對(duì)“一帶一路”建設(shè)資金支持，用于支持“一帶一路”基礎(chǔ)設(shè)施建設(shè)、產(chǎn)能、金融合作。

China will scale up financial support for Belt and Road Initiative cooperation on infrastructure, industrial capacity and financing.

中國(guó)將積極同“一帶一路”建設(shè)參與國(guó)發(fā)展互利共贏的經(jīng)貿(mào)伙伴關(guān)系，促進(jìn)同各相關(guān)國(guó)家貿(mào)易和投資便利化，建設(shè)“一帶一路”自由貿(mào)易網(wǎng)絡(luò)。

China will endeavor to build win-win business partnerships with other countries participating in the Belt and Road Initiative, enhance trade and investment facilitation and build a Belt and Road free trade network. 

中國(guó)愿同各國(guó)加強(qiáng)創(chuàng)新合作，啟動(dòng)“一帶一路”科技創(chuàng)新行動(dòng)計(jì)劃。我們將設(shè)立生態(tài)環(huán)保大數(shù)據(jù)服務(wù)平臺(tái)，倡議建立“一帶一路”綠色發(fā)展國(guó)際聯(lián)盟，并為相關(guān)國(guó)家應(yīng)對(duì)氣候變化提供援助。

China will enhance cooperation on innovation with other countries. We will launch a Belt and Road science and technology innovation action plan. We will set up a big data service platform on environmental protection. We propose the establishment of an international coalition for green development of the Belt and Road and will provide assistance to related countries in adapting to climate change.
